The PPN is overseen by a Secretariat, whose members are drawn from the various interests which link in to the PPN.
The Secretariat operates similar to a board and reports to the Plenary of the PPN. The Secretariat is made up of approximately 12 volunteers. Membership is comprised of community representatives from each Municipal District, each of the three colleges (Environment, Social Inclusion and Community) and representatives of the thematic networks (Older persons, Youth, Disability, Community Safety, Arts, Heritage and Tidy Towns). The Secretariat meets every 6 weeks and is responsible for the day to day running of the PPN. They manage the staff, budget and operations. This includes developing, monitoring and implementing the Monaghan PPN annual work plan.
The Plenary is the ultimate decision making body of the PPN. It holds at least 2 meetings per year. All members of the PPN are welcome to attend the Plenary, with each member organisation having one vote when required. The Plenary facilitates an update on PPN activity, dialogue on PPN strategy and the highlighting of local issues.
There are three Municipal Districts in Co. Monaghan.
When a group registers with the PPN, it is asked to select the Municipal District to which it belongs. You should select the one in which your group has its postal address.
Think of the Municipal District PPN as a sub-set of the County PPN. That’s all there is to it really. The MD PPN meets if an issue is of particular relevance to that MD. If it’s a county-wide issue, it will be dealt with by the County PPN.
Mostly, the Municipal PPNs’ concerns will be identical to that of the County PPN. Where the MD might come more into play will be around ensuring there is a good geographic spread of people involved in the various PPN activities, and on the PPN Secretariat.
In all likelihood, the majority of meetings will be County PPN-led, with perhaps a short breakaway element for the MD’s if required on a particular issue.
